Add Ctrl+/ comment toggle functionality (#416)

* Add toggle comment command

Bind Ctrl-/ to toggle comment and update help text. Implement
toggle_comment to add or remove the line comment using
syntax.sl_comment_start. Alias std::iter::successors as scsr and use it
for digit counting.

* Rename UnrecognizedOption variant and tidy code

* Update CLI test to expect UnrcogOpt error

* Rename option error and refactor comment toggle

Rename UnrcogOpt to BadOption and update tests/main. In toggle_comment,
use safer row access, proper whitespace detection, and signed updates
for n_bytes and cursor adjustments.

* Add tests for toggle comment

Verify commenting and uncommenting of lines (including indented lines)
and the cursor-at-end edge case for the TOGGLE_COMMENT command to ensure
no panic occurs
