Fix `ShaderObject::reserveData` and `setData` (#637)

- `ShaderObject::reserveData` now returns an error if called with out-of-bounds data
- `ShaderObject::setData` implements a workaround to clamp `size` to a legal size. slang-test unfortunately relies on this (incorrect) behavior but should be fixed so this can be cleaned up.
