Fix the initialization in single product scenarios (#3096)

## Problem

On single product scenarios, we have a race condition that prevents
Agama to start:

* The manager service sends the `SetConfig` message to the storage
service and awaits for the answer. It happens even before the web server
is started.
* The storage service tries to contact the manager service to set the
resolvables.


## Solution

* Do not wait for the storage service when setting the configuration.
* Additionally, retry when trying to contact the web server. Nothing can
guarantee that the server is running when the storage service needs to
contact it.
