Refactor localserv to use fildesh_compat_socket

Extracts system-specific socket logic (POSIX/Windows) from `localserv_main.cc`
into new `fildesh_compat_socket` compatibility layer (`.h` and `.c`).
Introduces `FildeshCompat_socket` type for socket file descriptors.

Added:
- src/localserv/fildesh_compat_socket.h
- src/localserv/fildesh_compat_socket.c

Modified:
- src/localserv/localserv_main.cc: Replaced direct socket calls with compat wrappers.
- src/localserv/CMakeLists.txt: Added new source file to target.
