test/localserv: fix Windows compatibility and whitespace issues

Update `localserv_test.py` to use a temporary file for port communication instead of `os.pipe` and `/dev/fd/`, which caused crashes on Windows due to lack of `pass_fds` support.
Also relax the chat response assertion to strip whitespace, preventing failures due to minor cross-platform formatting differences (e.g., trailing newlines).
Revert unnecessary seed change in `localserv_main.cc` as greedy sampling is sufficient for determinism.
