added exactextract import (#381)

### What kind of change does this PR introduce?

There was an issue when using land_use_classification or
surface_properties from the gis module if exactextract was present in
the environment. The import order matters and importing here fixes this
issue. Since exactextract is not necessarily needed, we import it within
a try except
