Update minimum Ruby version to 3.2

- Require Ruby >= 3.2 instead of >= 3.1
- Update ActiveSupport dependency to >= 7.2
- Update RuboCop to 1.82.1 and rubocop-rspec to 3.9.0
- Remove Ruby 3.1 from CI test matrix
- Clean up code: remove unused require, update syntax
