feat: add dropUniqueIfExists (#6069)

feat(schema): add if-exists drops for constraints

Add dropUniqueIfExists/dropForeignIfExists/dropPrimaryIfExists to the
TableBuilder and implement dialect support (PG/Cockroach for all three;
MariaDB/MSSQL/SQLite for dropUniqueIfExists, others throw not supported).
Detect MySQL vs MariaDB and cache the server/config version to gate the
MariaDB-only DROP INDEX IF EXISTS; warn and assume latest on missing or
unparseable versions, or when configured as "latest",  to prevent surprises on
upgrade.
Update docs, typings, and tests.
