refactor(compaction): extract helpers from mergeTables to reduce complexity

Extract merge logic into focused helper functions:
- mergeState: holds state during table merging
- processMergeEntry: handles writing single entry
- rotateTable: finishes current table and prepares next
- finalizeMerge: finishes remaining table data

Also change size types to uint64 for semantic correctness.

Reduces cognitive complexity from 21 to below threshold.
