Remove init command (#4840)

## Description

The command `cg init` was historically used to set up a fresh database or reset an existing database to its original state. This PR removes this command, it is no longer functional in the current state of the code and making it functional again introduces the risk that it is accidentally run with the production database.  

### Changed

- The `cg init` command no longer exists.
