Sequencing QC command fails when failing to perform QC for a case (#4832)

## Description
Closes https://github.com/Clinical-Genomics/production-automation/issues/15

Running sequencing QC for all pending cases should not stop when an exception was raised in a check for one of them.

### Changed

- Instead of exiting early when a qc check raises an exception, continue running checks for the rest of the cases but exit the cli command with a fail exit code.
