* [#153] feat: implement Show all questions toggle in DataDetail

- Add isAllQuestions state and Switch toggle to show/hide unanswered questions
- Create filteredDataset useMemo to build complete question list from form definition
- Handle non-repeatable groups: show all questions with merged answers from API
- Handle repeatable groups: preserve instances and show all questions within each
- Update updateCell to support editing questions without existing answers
- Set question_group property on all questions for proper cell editing
- Add showAllQuestionsSwitch text to ui-text.js
- Update style.scss for proper button-save layout
