api: add config API with collectors and builder

Introduce the main configuration API with Config and MutableConfig types
for reading and safely modifying configuration data. Add the Collector
interface for reading configuration from various sources, and ConfigBuilder
for assembling configuration from multiple collectors with precedence.

* Extracted common types (KeyPath, SourceInfo, RevisionType, etc.) into a
separate `types` package.
* Implement the internal tree value layer for configuration tree operations.
* Include MapCollector as a reference collector implementation
* Add tests for the config builder and tree value.
