api: configuration tree implementation

internal/tree: added configuration tree node structure.

Added couple of helper modules:
- internal/omap: generic ordered map with insertion order preservation.
- internal/testutil: test helpers for working with iter.Seq and iter.Seq2.

Updated version of golangci-lint to v2.8.0 (from v2.7.2) in Makefile.

Closes TNTP-5712
