feat: add external links to betting market cards (#13296)

Add clickable external links to the provider pills on market cards,
allowing users to navigate directly to the original market pages on
Polymarket or Kalshi.

- Add getExternalMarketUrl() helper with slugify and base ticker extraction
- Update MarketCard component (admin) with provider link and icon
- Update MarketsAppPage (user-facing) with provider link and icon
- Add hover states and styling for provider links in both components
- Include proper security attributes (target="_blank",
  rel="noopener noreferrer") and accessibility labels
- URL formats:
  - Polymarket: /event/{slug}
  - Kalshi: /markets/{base_ticker}/{title_slug}/{full_ticker}
