Fix CI race condition when release tag created during build

Pass Docker tag as job output from build_docker to test_in_docker and
test_docs, ensuring downstream jobs pull the exact image that was built
rather than recalculating the tag independently.

This fixes a race condition where creating a GitHub release before
test_in_docker starts would cause test_in_docker to calculate a
different Docker tag (based on the new release tag) than what
build_docker actually pushed, resulting in "image not found" errors.

Also removes redundant git fetch and environment setup steps from
test_in_docker and test_docs that are no longer needed.
