initial bootloader service for new API (#2981)

## Problem

The bootloader config is not supported in new API. It is important for
openQA tests which overwrites some parameters.

## Solution

Add to new API wrapper around bootloader dbus service.

## Testing

- *Tested manually* - Still I failed to boot to target system. Grub2 is
now there and installed properly, but on other hand kernel-default is
not installed at all, even when it is in mandatory packages. It needs to
be debugged as it looks like problem in software layer.
- docu and also tests failures are caused by TW switch to ruby 4.0 and
not related to this PR.
