Upgrading server scripts on .NET 10.0 (#1338)

Translated all AAEmu.Game and AAEmu.Login server build, run and publish scripts from .NET 9.0 to .NET 10.0. Changed build folder paths, framework parameters in .bat, .ps1 and publish.sh, and startup scripts to support the new .NET version.
