### What kind of change does this PR introduce?

* Adds an auto-merge step to the Dependabot auto-accept workflow

### Other information:

Dependabot has its own set of secrets that can be set at the repo and/or
organization level. For these to work properly, there **must** be a
condition check at the job level that examines whether the logged-in
user is indeed Dependabot: `github.event.pull_request.user.login ==
'dependabot[bot]'`.
