Auto accept dependabot CI updates (#2292)

### What kind of change does this PR introduce?

* Adds a new workflow for automatically approving Dependabot updates
that are not *MAJOR*-level
  * Changes are technically approved by the Ouranos Helper Bot.
* Major versions require human intervention to ensure that no other
changes are required.
* Modifies several existing workflows to use the less resource-intensive
`ubuntu-slim` image
(https://docs.github.com/en/actions/reference/runners/github-hosted-runners#single-cpu-runners),
which is a single-CPU and RAM-limited OS.
* Adjusts Dependabot to run less often.

### Does this PR introduce a breaking change?

No. I'm praying that this makes things a bit simpler for us moving
forward when it comes to CI dependency management.

Security fixes are not calendar-dependent, so the modified frequency of
changes will not affect their rollout.

### Other information:

If this workflow is working as intended, I'll adapt it to other
Ouranosinc projects; Eventually, this could be adapted for the
cookiecutter template, which would free up a lot of my time.
