feat: Add MCP capture and recording tools (Phase 4: Capture Tools)

Add 7 new MCP tools for screenshot capture and frame recording:

Screenshot Tools (3 tools):
- capture_is_available: Check if capture is available
- capture_screenshot: Capture as base64 (PNG/JPEG/BMP)
- capture_screenshot_to_file: Save to file path

Recording Tools (4 tools):
- capture_start_recording: Start frame recording
- capture_stop_recording: Stop and get frame count
- capture_is_recording: Check recording state
- capture_get_recorded_count: Get current frame count
