refactor(strconv): consolidate parse_int64 and parse_int tests

- Move whitebox tests from int.mbt to blackbox tests in int_test.mbt
- Merge parse_int64 and parse_int64_base tests into a single comprehensive test
- Consolidate duplicate test cases from multiple test functions
- Add helper functions parse_int64_as_result and parse_int_as_result
- The unified test now covers ~180 test cases for parse_int64 and ~25 for parse_int
