* Fix Azure Service Bus Data Sender role ID typo in servicebus.bicep

The role definition ID for Azure Service Bus Data Sender had a typo:
- Wrong: 69a216fc-b8fb-44d8-bc22-1f3c2cd27a39
- Correct: 69a216fc-b8fb-44d4-bc22-1f3c7cd27a98

This typo would cause RBAC role assignment failures for all sender services
(parsing, chunking, embedding, orchestrator, summarization, reporting),
preventing them from sending messages to Service Bus queues.

The orchestrator was likely the first to fail because it starts up and
attempts to send messages, triggering the authentication error.
