Fix test to use available locale in CI

Changed test from :de (German) to :fr (French) because the test
fixtures only include :en and :fr locales. German locale isn't
available in CI environment, causing test failure.

Fixes CI error: I18n::InvalidLocale: :de is not a valid locale
