Remove OTP 22 + Windows from CI matrix (crypto.dll crash)

OTP 22 on Windows crashes during `mix local.hex` with exit code
0xC0000005 (access violation) due to a known crypto.dll bug.
OTP 22 on Linux still tested.

Affected combinations removed:
- Elixir 1.10.x + OTP 22.x + windows-2022
- Elixir 1.11.x + OTP 22.x + windows-2022
- Elixir 1.12.x + OTP 22.x + windows-2022
- Elixir 1.13.x + OTP 22.x + windows-2022
