Add custom dialyzer task to fix circular dependency issue

Dialyxir cannot be used in erlex because dialyxir depends on erlex,
creating a circular dependency. This adds a custom Mix task that
invokes Erlang's :dialyzer module directly.

Changes:
- Add lib/mix/tasks/erlex.typecheck.ex with custom dialyzer task
- Update mix.exs aliases to use new custom task
- Enable types CI job (was disabled with !always() hack)

Usage:
  mix typecheck           # Run dialyzer (builds PLT if needed)
  mix typecheck.build-cache  # Build/rebuild PLT
  mix typecheck.clean     # Remove PLT cache
