chore(ci): enhance commitlint with custom scope validation (#200)

Add custom scope-pattern plugin that validates scopes as either:
- Project areas: core, lang, scripts, types, docs, test, build, ci, deps, release
- Valid BCP 47 language codes (e.g., en, fr-BE, zh-Hans)

This allows language-specific commits like `feat(he): ...` while still
enforcing valid project scopes for general changes.
