feat(editor): Add Plugin Manager Panel for dynamic plugin management

Implements Issue #678 - Plugin Management UI with core features:

- PluginManagerPlugin: Built-in plugin that registers the Plugin Manager panel
- PluginManagerPanelImpl: Panel implementation with split-view layout
  - Left: Plugin list with color-coded status badges (Enabled=green, Disabled=gray,
    Failed=red, Loaded=yellow, Discovered=blue-gray, Unloading=orange)
  - Right: Plugin details (name, version, author, description, dependencies, permissions)
  - Control buttons for Enable/Disable and Hot Reload
  - Error display section for failed plugins
- Polling mechanism for plugin state updates (1-second interval)
- Click handlers for plugin selection and button actions

Panel accessible via Tools menu or Ctrl+Shift+P shortcut.
