feat(cli, conversation): allow `--tmp` to accept a duration (#357)

The `--tmp` flag now optionally accepts a human-readable duration (e.g.
`5m`, `1h`). When provided, the conversation is marked as ephemeral with
an expiration timestamp calculated from the time of creation.

The storage garbage collection logic is updated to respect this
timestamp, only removing ephemeral conversations that have reached their
expiration time. If `--tmp` is used without a duration, the previous
behavior of immediate ephemerality is preserved.

Example usage:

```
jp query --new --tmp=10m "How do I use durations?"
```
