feat(cli): add `--new-local` (`-N`) flag to `query` command (#356)

The `jp query` command now supports a `--new-local` (or `-N`) flag. This
flag acts as a shortcut for `jp query --new --local`, allowing users to
quickly start a new conversation that is stored locally outside the
workspace.

The implementation includes internal refactoring of the `Query` struct
to use `is_new()` and `is_local()` helper methods, improving readability
and maintainability of the logic that handles conversation
initialization.
