Fix memory allocation in downsample_bams when processing fewer files than CPUs

Cap the worker count to the number of data pairs to avoid unnecessarily
dividing JVM memory allocation. Previously, with 1 BAM file on a 16-core
machine, Picard would receive only 1/16th of the available memory.
