Fix test isolation for ComponentValidationManager constraint provider

The constraint provider is static and was causing test pollution when tests
ran in different orders (particularly in Release mode). Added:
- ClearConstraintProvider() internal method for test cleanup
- IDisposable implementation in ComponentValidationManagerTests
