* fix: enforce LF line endings for shell scripts via .gitattributes

- Add .gitattributes to ensure consistent line endings across platforms
- Convert all shell scripts from CRLF to LF endings
- Fixes gateway startup failure caused by invalid shebang with CRLF
- Prevents future line ending corruption by Git on Windows

This ensures shell scripts work correctly in Linux containers even when
edited on Windows systems.

All gpt-4 model versions are deprecated as of Nov 2024. Updated to use:
- gpt-4o (latest GA model family)
- Version 2024-11-20 (latest)
- GlobalStandard SKU for global load balancing
- Validated successfully in westus region
