* refactor: address PR #640 review comments

- Update API version to 2022-10-01-preview (latest stable)
- Rename queues to match RabbitMQ convention (dot notation, status-oriented)
- Make capacity and maxMessageSizeInKilobytes conditional on Premium SKU
- Add validation for senderServices and receiverServices array length
- Remove unused system-assigned identity (now 'None')
- Enable disableLocalAuth for security hardening
- Split RBAC into least-privilege roles: senders get Sender role only, receivers get Receiver role only
- Remove unused serviceBusPrincipalId output
- Fix bicep linter warnings (use parent property, remove secrets from outputs)
- Improve queue properties (zoneRedundancy, minTLS, autoDeleteOnIdle)
