Consolidate lightbox caption sync into lightgallery controller

Move custom Turbo Stream action registration from separate controller
into lightgallery_controller. This simplifies the codebase by keeping
all lightbox-related logic in one place.

Add system test to verify mark-as-reviewed state syncs between the
lightbox caption and matrix box.
