fix(deque): maintain invariant in add for empty deques

When add (operator +) was called with two empty deques, tail was set to -1
(len - 1 = 0 - 1 = -1), violating the invariant that when len == 0,
head and tail must point to the same slot.

Fix: Use conditional to set tail = 0 when len == 0.
