feat(submission): expose meta/rootUuid in UI DEV-353 (#6557)

### 📣 Summary

Display `meta/rootUuid` in Data Table, Single Submission modal, and
Project Downloads. Also make it possible to include it in exported data.

I've also added some comments to warn about inconsistency in the code
(and link to Linear issue).

### 👀 Preview steps

1. ℹ️ have an account and a project with submissions
2. go to Project → Data → Table
4. 🔴 [on main] notice that `meta/rootUuid` is not being displayed
5. 🟢 [on PR] notice that `meta/rootUuid` is being displayed (as last
column)
6. open one of the submissions
7. 🔴 [on main] notice that `meta/rootUuid` is not being displayed in
Single Submission modal
8. 🟢 [on PR] notice that `meta/rootUuid` is being displayed in Single
Submission modal (as last column/row)
9. go to Project → Data → Downloads
10. open "Advanced options"
11. toggle "Select questions to be exported"
12. 🔴 [on main] notice that `meta/rootUuid` is not available
13. 🟢 [on PR] notice that `meta/rootUuid` is available
14. untoggle "Select questions to be exported" (to export all questions)
15. click "Export"
16. wait for processing to finish
17. download export file
18. verify that export file has `meta/rootUuid`
