fix: suppress HTTP access logs to reduce log noise (#629)

* fix: Grafana JWT SSO configuration - use JWKS endpoint instead of key file

Changed Grafana JWT configuration from using a file-based public key
(GF_AUTH_JWT_KEY_FILE) to using the JWKS endpoint (GF_AUTH_JWT_JWK_SET_URL).
This approach:

1. Uses Grafana's native JWKS endpoint support which is more reliable
2. Fetches keys dynamically from the auth service JWKS endpoint
3. Caches keys for 1 hour to reduce load on auth service
4. Uses HTTPS (via gateway) as required by Grafana JWT auth in v12.3.0

Previously, Grafana JWT auth failed with 'no keys found' error because
the static key file approach wasn't properly loading keys. The JWKS
endpoint approach is standard OIDC practice and works with the
/.well-known/jwks.json endpoint already provided by auth service.

Fixes the 'key set for jwt verification is not configured' error and
enables Grafana SSO with OAuth/OIDC authentication flow.

* fix: suppress HTTP access logs to reduce log noise

Changed uvicorn.access logger level from DEBUG to WARNING to suppress
noisy HTTP access logs (health checks, normal requests). This reduces
log noise while still showing errors if needed.

The health check endpoint (GET /health) and normal API requests will no
longer produce INFO-level log entries for every request, significantly
reducing log volume in production deployments.

Example suppressed log:
  127.0.0.1:41264 - "GET /health HTTP/1.1" 200

Updated docstring to clarify that access logs are suppressed at INFO
level to avoid clutter.

* test: update uvicorn_config tests to expect WARNING level

Updated tests to reflect the change from DEBUG to WARNING for uvicorn.access logger:
- Changed test_access_log_level_is_debug to test_access_log_level_is_warning
- Updated assertions to expect WARNING instead of DEBUG
- Updated docstrings to reflect access log suppression behavior
