fix: enable topic-based search in reporting service (#626)

* Initial plan

* fix: enable topic-based search in reporting service

- Install copilot_vectorstore[qdrant] for Qdrant vector DB support
- Install copilot_embedding[sentencetransformers] for embedding generation
- Fix vector store initialization to use correct parameters (backend, dimension, distance, upsert_batch_size)
- Detect embedding dimension dynamically from test embedding
- Create embedding provider before vector store to get dimension

Topic search now initializes successfully with:
- Embedding dimension: 384 (all-MiniLM-L6-v2 model)
- Vector store: Qdrant with cosine similarity
- Endpoint: GET /api/reports/search?topic=<query>

Resolves HTTP 400 error when using topic-based search feature.
