Simplify NOT IN NULL fix with explicit NULL filtering

The not_reviewed_by_user scope had a NOT IN NULL bug where NULL
observation_id values in the subquery would cause the entire condition
to return no rows due to SQL three-valued logic.

Previous fix used Arel correlation which worked but was overly complex.
This simpler approach explicitly filters out NULL observation_ids from
the subquery using .where.not(observation_id: nil), directly addressing
the root cause.
