fix(cd): use CI_GITHUB_TOKEN directly for semantic-release (#39)

The fallback pattern (CI_GITHUB_TOKEN || GITHUB_TOKEN) doesn't work correctly
when CI_GITHUB_TOKEN is defined but empty. Using CI_GITHUB_TOKEN directly
ensures semantic-release can push to protected branches.
