POLYGON [Part 2] : TDS Receiver and bytea to geometry CASTs support (#4323)

This PR implements POLYGON geometry type support in Babelfish, expanding beyond the current POINT and LINESTRING implementation.
Key Changes:

    TDS Layer Enhancements
        TDS Receiver:
        used cast functions through plugin pointer

    Bytea to geometry/geography CASTs
