Restrict dropping a login that owns a database #4321

Currently Babelfish allows dropping a login even when it owns a database which
leads to an inconsistent state. If the login is owner of database then we should
throw error. Added logic to throw error when login is owner of a database.
Added function is_database_owner which checks if the current login is owner of
any database or not. If found to be owner of a database then return true else
returns false.
