Phase 3: Update all 8 themes to 100% variable coverage

Complete implementation of Phase 3 from issue #3616. All themes now
follow the standardized three-tier structure (Palette → Semantic → UI)
and define all 121 required variables.

Changes:
- amanita: 66 → 121 variables (added semantic layer + missing UI vars)
- cantharellaceae: 62 → 121 variables (added semantic layer + missing UI vars)
- hygrocybe: 57 → 121 variables (added semantic layer + missing UI vars)
- agaricus: 56 → 121 variables (added semantic layer + missing UI vars)
- admin: 22 → 121 variables (complete palette structure)
- sudo: 22 → 121 variables (complete palette structure)
- black_on_white: 6 → 121 variables (complete palette structure)
- defaults: restructured with palette layer while maintaining all colors

All themes preserve existing color schemes and visual appearance.
SCSS compilation verified with no errors.
