Phase 1: Standardize theme system defaults file

Implements Phase 1 of theme system standardization (#3614) by creating
a complete defaults file that defines ALL variables used across themes.

Changes:
- Added 8 semantic base colors (PRIMARY, SECONDARY, SUCCESS, INFO,
  WARNING, DANGER, LIGHT, DARK) to provide foundation for Bootstrap 5
- Eliminated all 26 orphaned variables by adding them to defaults
- Reorganized file with clear section headers and documentation
- Un-indented 40 previously-indented variables
- No changes to individual theme files (verified)

Results:
- Variables in defaults: 81 → 121 (+40)
- Orphaned variables: 26 → 0 (eliminated)
- All 7 individual themes unchanged (0 visual regressions)
- SCSS compiles without errors

All acceptance criteria met. Ready for Phase 2.
