Stop sending tower_ids.yaml path to Trailblazer (#4733)

## Description

Since starting pipelines with the new `AnalysisStarter` we no longer create a `tower_ids.yaml` file, it therefore is misleading to keep sending a path to this nonexistent file to Trailblazer. This PR removes that path when the `NextflowTracker` is used to track analyses in Trailblazer. 

### Changed

- `config_path` will be empty in the POST request to the Trailblazer endpoint `/add-pending-analysis` for Nextflow pipelines.
