Add reusable services CI workflow (#108)

* Add reusable services CI workflow

- Create service-reusable-unit-test-ci.yml as a reusable workflow template
- Create services-ci.yml to run tests for all 8 services
- Based on existing ingestion-ci.yml pattern
- Includes unit tests, linting, Docker builds, and code quality checks
- Supports optional local integration tests (used for ingestion service)

* Fix workflow permissions

- Remove permissions from reusable workflow (not allowed)
- Add permissions to caller workflow services-ci.yml
- Permissions must be declared in the calling workflow, not the reusable one

* Fix error-reporting Dockerfile paths for root build context

* Comment out not yet implemented services

* Make services-ci.yml only run tests for changed services

- Add detect-changes job using dorny/paths-filter
- Add conditional if checks to all service jobs
- Services only run if their files or adapters change
- CI workflows trigger all services when modified
- Follows same pattern as adapters-ci.yml

* Put back error-reporting micro-service
