Configure CodeQL exclusions and enable S1066 analyzer rule

CodeQL exclusions (for ECS performance patterns):
- cs/linq/missed-where - manual loops instead of .Where()
- cs/linq/missed-select - manual projection instead of .Select()
- cs/linq/missed-oftype - type checks instead of .OfType<T>()
- cs/path-injection - paths from trusted internal sources

Analyzer additions:
- Enable S1066 warning for collapsible if statements
