fix(exports): handle errors properly (for 2.025.47) DEV-1382  (#6539)

### 📣 Summary

When creating exports and encountering API errors, the UI is no longer
unresponsive.

### 💭 Notes

Previously in the code we had zero error handling. When export button
was being disabled because of pending status, it wouldn't get undisabled
after API call finished with error.

### 👀 Preview steps

1. ℹ️ have an account and a project with submissions
2. go to Project → Settings → Sharing
3. check "Anyone can view submissions made to this form"
4. go to Project → Data → Downloads
5. copy browser url
6. open new browser window in private mode
7. open the copied url
8. ensure you use Celery (step in kobo-install setup)
9. stop `worker` container
10. click "Export" button
11. notice that "Export" button is displaying a spinner state
12. reload browser tab
13. click "Export" button
14. 🔴 [on main] notice that "Export" button stays disabled after API
call finishes with error and a vague toast notification appears
15. 🟢 [on PR] notice that "Export" button is available again and error
toast notification appears with more useful error
