Remove unreachable defensive guards from SerializationGenerator

- Remove unnecessary null check for TargetSymbol (guaranteed by predicate)
- Remove unnecessary null check for Attributes (guaranteed by ForAttributeWithMetadataName)
- Change ImmutableArray<SerializableComponentInfo?> to non-nullable since we filter with .Where()
- Remove redundant null checks in GenerateSerializationRegistry loops
